Note: Some claims this is a bootleg but it is some mysterious company from Ireland. They started first out with VHS.
I have no proof that they are from Ireland but it was all that sold their stuff said back in the old day

Definitely appears to be a bootleg. The cover doesn't have the legally required Irish Film Board rating (or BBFC as I have seen this listed as UK too).

The Rise And Fall Of Idi Amin received an unofficial PAL region free DVD release back in 2001 on the mysterious Parc Video label. Whilst essentially a professionally packaged yet completely unauthorised bootleg, the Parc Video DVD presents The Rise And Fall Of Idi Amin uncut in a fairly bright, clear and colourful full screen presentation.

The review includes some good info, and the comments are worth a read too.
