The only Thai DVD I found as confirmed by multiple etailers and libraries is one distributed by EVS Thailand, and it is in PAL format with Chinese/Thai audio and Thai subtitles.

I'm afraid the NTSC disc you are submitting is most likely a bootleg port of the Hong Kong disc.
