Deleted scenes are shown with short introduction scene (from final movie) with commentary. There is movie audio during actual deleted scenes.
So commentary is not optional, but it doesn't interfere with deleted scenes.

So do the director and writer talk over the dialogue in the deleted scenes? There is no way to watch the deleted scenes with their original audio without interference?

No, just the opposite. Director and writer talk about deleted scene before it begins.
