Seems to be about the same as the US with only language differences. Edit: made some changes to better match the new improved US release of which I will add below.

Disc 4: On the main menu, move the cursor down to "The Devil's Hands Are Idle Playthings". Press left on your remote. This should highlight a sandwich in the fridge. Press Enter, and a poster in alien writing will appear on the screen. If you are very bored, you can probably use the alien alphabet from Season 2, Disc 2 to decipher it :)

Disc 4: Go to the episode menu of "Spanish Fry". Move the cursor down to "Scene Selection". Press left on your remote. This should change the picture on the monitor on the right from Elzar to Fry, Bender and Leela. Press Enter to indulge yourself in approx. 50 captions that were never used.

Disc 4: Go to the episode menu of "The Devil's Hands Are Idle Playthings". Move the cursor to "Play Episode" and press "up" on your remote. Magically, what looks like a pair of red robot hands will appear (you can't miss them). Press enter to listen to "Table Read for The Devil's Hands Are Idle Playthings". [Audio Only] (69:07)

Subtitle tracks cannot be "optional" or "forced" for a title. Either the subtitles are all optional, or they are forced to have a stream on at all times.
Seems strange because even I was thinking that.

So far no real success. However it could be the "Forced in Spanish for texts in English" could be part of the video. And therefore the optional subtitles are for dialogue.

This capture from the menu shows that the subtitles are optional.

Otherwise my only other guess would be that maybe they meant the texts on the special features, such as "How to draw characters".
