I own the American Sony Blu-ray release of Southland Tales. I can confirm that the video codec is MPEG-4 for the main feature.
Also, both the new Arrow release entries (America and UK) read: “Packaging incorrectly states Region A only.” / “Packaging incorrectly states Region B only.” So, are these discs actually region-free? They are currently listed as Region A and Region B, respectively.

I've added the missing codec for the Sony Blu-ray. Thanks for the catch.
As for the region coding, the discs are not region-free. They will not play in Region C (I've confirmed this with my copy of the US release). They will play in Region A and Region B, but not C. The disc notes for each states "Coded Regions A & B. "
