I own the German Blu-ray release of The Operative. A few notes.
1. The bonus trailers are the same as on the German DVD. All in HD.

All the subtitle tracks are optional. However, it seems to me that the English subtitle track cannot be selected from the menu, only via one’s remote control. The menu only has 3 options: German, German HoH, no subtitles.
Presumably the DVD has a similar selection of subtitles, that is, the English subtitles there only translate the non-English dialogue...?

The German database OFDb mentions about the DVD release: “Zusätzlich gibt es eine englische und eine dritte deutsche Untertitelspur mit jeweils unbekannter Funktion.”
There is also an English subtitle track and a third German one with unknown purpose.
This note does not confirm that the English subtitle track would only translate the non-English dialogue, but as the discs (DVD and BD) are rather similar, I would suspect so.
The third German subtitle track may be empty, or it may translate title cards, signs and other texts visible during the film for those who watch it with the German dubbing. I cannot check this right now (for the BD).
