Hi James, the publisher should be Geneon not Genius Products.

Is it possible that it could be a PAL->NTSC conversion? The time difference is about right. Would it be strange for a US public-domain-quality release of a US film to be PAL->NTSC?

I couldn't see any ghosting frames, but I'm not very sensitive to such things
But I do think it's a PAL->NTSC conversion.
A long time ago, the film was broadcast on terrestrial TV by the BBC. I recorded this broadcast on a VHS that I still have. The duration of the film on VHS is 82:24, which is pretty much the same as the Blu-Ray (82:39). So it could be that the broadcast was NTSC->PAL. When I run the VHS and the DVD side-by-side the DVD is noticeably faster, so it looks to me that the DVD has PAL speed-up. Not hugely scientific I know, but the best I can do...
