Apologies, I have just discovered something that I missed before.
For the episode "The Abbey Grange" (partial reconstruction):
the aspect ratio of the 1st half (filmed narration by Douglas Wilmer that replaces missing 1st half of original show) is 1.33:1
the aspect ratio of the 2nd half (intact 2nd half of original show) is 1.28:1

I also checked the other partial reconstruction i.e. episode "The Bruce-Partington Plans", and that is 1.33:1 for both the parts (1st half of original show + 2nd half original audio only with still images of the script superimposed over still images of the cast)

To my eyes it appears that the two-and-a-half episodes with the aspect ratio of 1.28:1 are slightly squeezed (e.g. actors' faces look vertically elongated), suggesting that these were errors, and that they should probably have been 1.33:1. However, I cannot be sure. But I do know that mistakes are often made with material intended for TV broadcast. For example, the pixels of the digital versions of both PAL and NTSC are non-square rectangles (height is different to width), and even when an attempt is made to factor this in, sometimes an incorrect ratio is used by mistake. BFI don't often make technical mistakes in my experience, but nevertheless it is possible that they did here.
