Added.

I don't understand though what you meant by "The movie is fully subtitled in Norwegian". Are you saying the Norwegian subtitles are forced unless switching the subtitles to English (and even then, CAN be removed)?

And it's clear the English subtitles are for the translation, but the Norwegian subtitles are not exact (which is common in some circle, even for English subtitles for an English movie), hence why you stated they weren't for the hard-of-hearing?

There is no cultur in Scandinavia to add HoH subtitles to movies. Only a few. Most is fully subtitled.
Both Norwegian and English is extract translated after the dialog. Most movies in Scandinavia is fully subtitled in their language and NOT HoH. I can only think of a few movies in Norway that is subtitled HoH. Most is fully subtitles word for word.

But that's the thing; if the Norwegian subtitles are EXACTLY what's being said (word for word), wouldn't that mean they ARE for the hard-of-hearing?

But like I said, even here in America, English subtitles for English movies are not 100% exact all the time (the regular non-HoH English subtitles of TMNT: Mutant Mayhem on DVD is a good example and I can verify it). Maybe I'm just overthinking/overreacting. You made an interesting point.

There's still the matter though of "The movie is fully subtitled in Norwegian" note. I get it's a Norwegian film, but this note makes it sounds like the subtitles are forced/burnt-in regardless of having subtitles.

wouldn't that mean they ARE for the hard-of-hearing? no HoH translate other things too. like (wind whispering. I dont know if they are word for word but they are translating the words. Typical HoH is like (Door opening (Screams). That is not the case)

He’s saying they are standard Norwegian subtitles captioning the dialogue. Not HoH so there are no [sound effects] [character names] added for hearing impaired.

Interesting factoid there.

OK, I think I see it now; When Asmund meant "the movie is fully subtitled in Norwegian", he meant the entirety of the film's dialogue is accompanied by optional Norwegian subtitles.

Unless if there's anything else, no further questions here. :)
