The back cover states there are separate Cantonese and Mandarin tracks. But you're right, I now see the back cover lists them as "Cantonese & Mandarin" so that must be what they are.
I have confirmed the disc is region free. The back cover says "A" but it is region free.
I missed the information about the subtitles on the back cover; the actual disc subtitle menu labels them using Chinese characters I am not able to interpret, and BDInfo just listed them both as "Chinese" so I really didn't know how to figure out what the languages were. I did not know a disc could be coded to only 2 regions. I was under the impression discs were coded to either 1 region or all regions. This is the first time I've ever encountered a 2-region only disc.
To be absolutely sure, I went back & double-checked every single disc I've previously submitted as "Region ALL" and every single one is in fact Region ALL (plays in Region C). This is the only one so far that turns out to be just Region A & B.
Doing this double-checking also caused me to notice that when I made a submission for Logan Lucky, I listed the Japan Blu-ray as "Region ALL" (and just now confirmed it truly is) but the disc got listed as "Region A" in the comparison database instead of "Region ALL". That should be updated.

Yes, discs can be coded for multiple but not all regions.
