1. AR is 1.76:1 (fills the 16:9 screen vertically, with a slight black bar down the right hand side)
It is slightly cropped vertically compared with the new Screenbound Blu-ray box set release (which has an AR of 1.66:1).

3. Cuts:
I cannot tell whether or not this release is cut. The total runtime is 89:59 PAL as stated. It starts with the Tigon logo (0:13), yielding a net runtime of 89:46 PAL, equivalent to 93:30.
According to the BBFC website, the original 1977 movie was cut (details not available) to achieve an X-rating, with the approved version's runtime being 94:13.
The new Screenbound Blu-ray box set release has a total runtime of 93:47, starting with a BBFC certificate (0:15) instead of the Tigon logo, yielding a net runtime of 93:32.
Even if the BBFC certificate was included as part of the runtime of the original theatrical release, there would still be a discrepancy, unless the certificate ran for about 40 seconds, which seems unlikely.
4. Note that "Mary Millington's True Blue Confessions" also appears on the new Screenbound Blu-ray box set with a 1.66:1 AR, image cropped vertically compared with the version on this Odeon DVD (although the Screenbound release has much better picture quality).

Here are the cuts for COME PLAY WITH ME. You can let me know if still cut.
COME PLAY WITH ME (1977)
Classified ‘X’ for theatrical release in 1977 after the following cuts:
R3 - Shot of woman astride a man to massage him in which her vulva is visible from behind was removed.
R4 - Cabaret dancer's act was considerably reduced to remove initial writhing and caressing of her groin over G-string, her writhing alone in 'riding' copulatory movement, the CU of her pubic as she pours liquid over herself, and the shot of her wide-open legs as she covers vulva with her hand.
As Clapworthy urinates into wash basin, initial thrusting shots of man copulating with woman on massage couch were removed.
R9 - In the copulation scene at the beginning of the reel (before Rodney and Christine's eating sex scene), all shots of his buttocks thrusting between her legs and her legs wrapped round him were removed.
In later sex scene (after Rodney and Christine's food scene), woman's dialogue line "Go down harder" and sight of him performing cunnilingus on her were removed. Her head reaction orgasm remained.
(a lot of typical 1970s BBFC sex cuts here - implied oral sex, a woman 'riding' a man, the female orgasm and the old outer labia in, inner labia out rule. If the uncut version was ever submitted these should all be waived now)

It seems the details of these cuts aren't available on the BBFC website, but perhaps they consider it inappropriate to include such details there.
I haven't yet watched the Blu-ray release, but based on the runtime, all of these cuts are still in place, as allowing for PAL speedup of the DVD and differing opening logos (Tigon on the DVD, BBFC certificate on the Blu-ray), the Blu-ray is only 2 seconds longer, and even this could just be black frames.
It seems a shame that the uncut version could not be re-submitted for the Blu-ray, but perhaps the cut material has since been lost, or the surviving film elements are in too poor condition to be successfully transferred to digital.

The BBFC don't show cuts details on their website unless it is covered in one of their case studies. That would require a lot of work and sometimes detective work. For the later films (2002 onwards) they summarise any cuts but that is often not very specific. I'm surprised the cuts are still missing for a movie made as late as 1977 but there you are.
