I'm not sure if this is cut or not. The dvd runs 52 minutes (as indicated on the back of the case and disc), but IMDB lists a runtime of the film at 68 minutes.
Also this film has a date of 1993 but IMDB lists it as 1994.

Definitely cut. It was released uncut on VHS in various countries in the 1990s:

But all DVDs, from the 2000s, have the edited version. It's likely because the rights to certain footage or film clips lapsed in the interim:
