Did you play them set to any other region or just 1? We can't just put "region 0" if regions can't be confirmed.I tested both discs in a Region-1 locked dvd player and they both played.
Also, what subtitles are available on disc 2?

I have a region-free BD player that is also DVD region-free, and a region-1 locked dvd player. I don't have any other region dvd players to test.
No subtitles on disc 2.

Re: DVD R0 Bruce Lee: Fire & Water Collection FAO Frank
Ok I just checked both discs in VLC (didn't know about doing this) and under codec information both discs are 720x480 resolution with a 29.97 frame rate, so they are actually NTSC.
Just to make sure, I also checked some Region 2 PAL dvds and they are 720x576 resolution 25 frame rate.
The case says Region 4, but it plays in a Region-1 locked player. Is there a free program that can detect which region a disc is coded for?

DVD Decrypter works in checking. Load the disc and it will immediately show all the regions it is compatible for.

I also just checked the American MVD Visual double-feature dvd and DVD Decrypter shows all 8 regions, so that one is also region-free though the case says Region 1.
R1 America - MVD Visual
Double Feature
Extras:* "Bruce Lee: A Warrior's Journey" documentary (95:45)
* "Bruce Lee: In Pursuit of the Dragon" documentary (61:39)
Subtitles:None
Aspect Ratio:1.33:1
Picture Format:Non-Anamorphic
TV System:NTSC
Soundtrack(s):English Dolby Digital 2.0 Stereo
Case type:Keep Case
Notes:For "Bruce Lee: A Warrior's Journey", the film footage is presented non-anamorphic 2.35:1.
Back of the sleeve incorrectly lists "A Warrior's Journey" as 100mins.
