Yes. A brief backstory is displayed in French as the short starts. The subs are forced.

Does the Blu-ray have a Play All option?

Also, did you confirm all the tracks are mono? I have the Flicker Alley "A Trip to the Moon" and the audio tracks on that release were in stereo.

No. Only the DVD does. The audio tracks are stereo. My bad.
