What do you mean by Forced Japanese? So are all the subtitles forced? Are Japanese subtitles non removable from the English track?

Forced Subtitles are shown when you select the Japanese audio. It shows location info and translation of russian language. If you select the english audio they are turned off.

Are the location subtitles not removable when selecting the Japanese dub? Subtitle key is disabled during playback? So are the standard English and Japanese subtitles also forced?

The Japanese Forced Subtitles are removable. English subs for location, etc, are burned in

In that case, they are not "Forced". Forced means the subtitles are not removable with the selected audio track.
