I believe the Japanese audio track is the Japanese TV version and that is why there are two Japanese subtitle tracks, one for the English audio and one for the Japanese audio, but as I don't speak Japanese that is supposition on my part!

Please state if 2.0 tracks are mono, stereo, or surround.

Dubbed TV Version, meaning HoH subtitles to match the Japanese dub? Or subtitles to fill in missing portions that were not dubbed?

Both audio tracks are stereo. Yes, I believe HoH subtitles to match the Japanese dub. As it's the TV dub I wonder if swearing has been removed for instance, hence the different subtitle track.

There isn't an issue with "swearing" in Japanese to affect rating.

But I did find this listing:

It says the Japanese dub is not complete as the broadcast version was missing scenes for the TV edit.
Could you recheck the second subtitle track? I would doubt this is a HoH track to caption the entire movie.

I've checked the disc and what's going on is that the Japanese dubbed audio track is not a full dub of the film, it switches between original English soundtrack and the Japanese dub, sometimes even within the same scene! So the second subtitle track only subtitles the English dialogue and not the Japanese dubbed dialogue. I'm guessing that the scenes that aren't dubbed were the "missing scenes" in the Japanese TV version. Hopefully that makes some kind of sense?

Makes perfect sense.

The DVD copy looks to be a port of the older Comstock DVD.
Also, the Blu-ray dub should be mono while the DVD dub should be stereo, so I labeled them as that. Unless you've checked and the Blu-ray dub is actually in stereo, we can make the changes.

I did check the BD dub and my player and MakeMKV both showed it as stereo - that said I don't know if it was a true mono track they would say so your call.

MakeMKV wouldn't be able to differentiate between stereo and mono. You should listen by ear to hear if it is mono or stereo.
